Rude citizenry

Why is it that when Indians live outside of India, they live by the rules, but in India they don't think it necessary to follow rules? Some things that really annoy me:

1. Driving on city streets with high beam.
2. Casually discarding trash on the roads.
3. Forget about queuing up patiently to await one's turn, people don't even have the courtesy to let the person already ahead finish up. They just shove and push their way up to the head of the line.
4. And how about peeing on streets? When women can wait till they get home, so can you, buddy.
5. Spitting paan is another disgusting habit Hyderabadis have.
